In both countries, (Kenya and South Africa) the police’s inability or unwillingness to stem the violence raised the question of “who controls the streets?” Answering this question means addressing what contemporary ethnic and xenophobic violence says about the nature of African society and states, as well as the security of those ostensibly depending on them for protection.
